Tier 1 · best fit
Tier 1 - the 20 accounts to work now. These are chosen on three tests at once: a genuinely deskless, phone-only, multilingual frontline; a live regulatory reason that a notice must be provably received (CDM toolbox talks, Building Safety Act notices, allergen and food-safety instructions, CQC-inspectable policy acknowledgement); and a plausible route in from one of the three warm leads. The construction dozen splits into three groups - Barratt Redrow itself, where Barratt London is already inside the tent and a successful pilot expands sideways with no new-logo risk; the London developer set (Berkeley, Hill, Mount Anvil, Telford, Higgins, Weston) that shares Barratt London's sites, subcontractors and housing-association counterparties; and the two self-delivery groundworks firms, O'Shea and Carey, which are the highest-value targets in the entire list because they directly employ the multilingual operatives who actually receive the toolbox talk, rather than subcontracting that relationship away. Croudace and Thakeham are the Fernham Homes mirror - privately owned South East regional builders with tiny head offices and all the risk out on site. The five caterers are The Menu Partners' direct competitive set, with Harrison Catering the standout: independent, family-owned, and based in Thame, roughly fifteen miles from The Menu Partners in Bicester. Churchill and Julius Rutherfoord are the purest structural fit anywhere on the list - directly-employed commercial cleaners on shift across client buildings, no email, many first languages. Clarion closes the loop: both Barratt London and Fernham sell S106 affordable homes to housing associations like it, and its Clarion Response DLO is the UK's largest in-house repairs workforce at roughly 800 operatives.
Tier 2 · strong fit
Tier 2 - the 40 accounts to build pipeline against. Same fundamental fit, one step further from a warm introduction or one step harder to sell into. The volume housebuilders (Bellway, Taylor Wimpey, Persimmon, Vistry, Countryside, Crest Nicholson, Cala, Galliard) are textbook shape and reachable via HBF, NHBC and Build UK peer forums, but their direct headcounts are small relative to the site populations they influence, so the commercial framing has to be about supply-chain reach rather than seat count. Vistry deserves particular attention: its Kings Hill HQ is in Fernham Homes' Kent market and it shares housing-association counterparties with both warm leads. The tier-one contractors (Bouygues, Willmott Dixon, Morgan Sindall, Mace, Multiplex, McAlpine, McLaren, Laing O'Rourke, Balfour Beatty) and Keltbray bring genuine scale - Balfour Beatty alone publishes ~13,700 UK employees, and Laing O'Rourke's self-delivery model means it directly employs operatives most peers subcontract - but procurement is centralised and slow. The ten caterers are the large contract-catering estates, where the pitch is strong but the buying committee is long; note that Compass's January 2024 acquisition of CH&CO means Vacherin, Blue Apple and Gather & Gather now sit inside one corporate group, so treat them as one relationship with several doors rather than four separate accounts. The FM and logistics eight are enormous frontline employers - Bidvest Noonan alone verifies 27,000+ across UK and Ireland - with Bidfood the standout warm path, since it is a principal wholesaler to contract caterers and plausibly already supplies The Menu Partners. Bakkavor, Greencore, L&Q and Peabody round it out: two food manufacturers mid-merger with published visa-sponsorship evidence of multilingual workforces, and two housing associations that buy affordable homes from both warm leads.
Tier 3 · nurture
Tier 3 - the 40 accounts to nurture, not chase. Every company here has a real, sometimes outstanding, product fit - but each carries a discount on either warm-path reachability, buying readiness, or corporate stability. The national infrastructure contractors (Kier, Skanska, BAM, Murphy, Tilbury Douglas) and the remaining regional housebuilders are good fits with no route in from the warm leads, or, in the case of Shanly, Bewley and Fairview, warm-path logic that is strong but headcounts too small to justify the effort ahead of Tier 1. The ten hospitality groups have the most obviously multilingual frontlines in the UK - Whitbread's housekeepers, Pret's shop teams, Nando's restaurant crews - but the large ones almost certainly already run an incumbent frontline app, and several are distracted: Whitbread is exiting restaurants with ~3,800 job losses, Pret's owner is exploring a sale, and Greene King is selling 150 pubs. The logistics and FM ten include two deliberate downgrades on corporate-event grounds rather than fit: Mitie is subject to a live ~GBP 3.1bn recommended cash offer from OCS, and Wincanton's brand is being retired into GXO, so both should be approached through the acquirer. Brakes is the exception worth pulling forward - it is a principal foodservice wholesaler to contract caterers with an Ashford, Kent HQ, giving it warm paths to both The Menu Partners and Fernham Homes. The manufacturing and care ten have the strongest published multilingual evidence anywhere in this research: 2 Sisters states 13,000 colleagues across 36 nationalities, Moy Park has 1,000+ Lithuanian, Polish and Portuguese staff, and every care operator here holds a Skilled Worker sponsor licence. They are intrinsically ideal customers with no warm path at all - so treat them as an outbound campaign informed by Tier 1 case studies, and use 2 Sisters' 36-nationalities figure as a proof point in every deck regardless of whether they ever buy.
